Replacing a roof in Lubbock: the permit steps, in order

The City of Lubbock's roofing permit, contractor registration and the roof affidavit that started October 1, 2026, explained in the order they happen.

Step 1. Check whether your job needs a permit

The City's residential permitting page says a roofing permit is required to tear off and replace shingles. If the job changes the roof framing or the pitch, a remodeling permit is required instead.

Small repairs are a different category. The City describes repairs as minor part replacement, and says work that becomes extensive falls under remodeling. If you are unsure which side your job falls on, call Building Safety at 806-775-2087 before work starts.

Step 2. Confirm the contractor is registered

If anyone other than the homeowner does the work, the contractor must be registered with the City of Lubbock. Registration requires a Contractors Registration Form plus either a $20,000 compliance bond or $100,000 of general liability insurance.

Texas does not issue a state roofing license, so this City registration is one of the few hard checks you can make. Ask for the contractor's registration and certificate of insurance before you sign.

Step 3. The permit is pulled and paid

The roofing permit fee listed by the City is $75. Permits and contractor registrations are handled through the City's Citizen Self Service portal. Ask the contractor to send you the permit number once it is issued.

Step 4. The interior inspection and roof affidavit

From October 1, 2026, when a roof is replaced the City asks the contractor to perform an interior inspection, complete the Interior Inspection form and give the completed Residential Roof Replacement Affidavit to Building Safety before the final inspection is scheduled. The City extended the start date from September 1 to October 1 to give contractors time to learn the portal process.

Ask every bidder whether their price includes this step, so it does not turn into a surprise charge or a delay at the end of the job.

Step 5. Final inspection

An inspection after completion is required. The inspection line is 806-775-3159. Keep the permit number, the affidavit and the final inspection result with your house records.

Which codes apply

The City adopted the 2021 International Codes, including the 2021 International Residential Code, on March 26, 2024, with enforcement starting June 3, 2024.
